Transportation

The Transportation Department provides various services and assistance to its member communities as part of its 3C (Comprehensive, Cooperative and Continuing) Transportation Planning contract with the Massachusetts Department of Transportation (MassDOT) and Federal Highway Administration (FHWA).   Services range from traffic count data for area roadways, pavement management and condition data, high crash locations within the region to pedestrian and bicycle trail inventories.

In addition, the MRPC serves as staff to the Montachusett Metropolitan Planning Organization (MMPO) on various federally required documents such as the Transportation Improvement Program (TIP), the Unified Planning Work Program (UPWP), the Regional Transportation Plan (RTP) and the Public Participation Program (PPP).  Staff also assists the MPO and MRPC in meeting the requirements of Title VI of the Civil Rights Act.

Public Involvement

The MRPC and the Montachusett MPO actively encourages public participation in all areas of transportation planning.  Individuals are invited to attend the public meetings of the Montachusett MPO and the Montachusett Joint Transportation Committee (MJTC) in order to share ideas, information and viewpoints related to all aspects of transportation.

The Public Participation Plan (PPP) outlines the process for public involvement in the development of Regional Transportation Plans (RTP), Transportation Improvement Programs (TIP), Unified Planning Work Programs (UPWP) and other major Transportation Studies by the MPO.

Transportation Improvement Program

The Transportation Improvement Program (TIP) is produced annually as required by federal regulations issued jointly by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). 

Unified Planning Work Program

The Unified Planning Work Program (UPWP) for the Montachusett Metropolitan Planning Organization (MPO) is a financial programming tool developed annually as part of the federally certified transportation planning process. This document contains task descriptions of the transportation planning program of the MPO, with associated budget information and funding sources for the current program year. 

Regional Transportation Plan

The Regional Transportation Plan (RTP) provides guidance to local and state officials in deciding how to spend federal and state transportation funds as well as outlines the transportation priority needs for the region. The plan identifies both short range and long range projects for roads, highways, bridges, rail, transit, freight and airports. 

The 2024 RTP was completed and endorsed by the Montachusett MPO on August 16, 2023.

MPO Federal Obligation Reports by FFY

Federal regulations require that MPO's post an Annual Report of Federal Obligated Projects for both Highway and Transit.  Below are links to those annual reports.
